Autorízase al Gobierno Nacional para que, por conducto del Ministerio de Educación, tomé las medidas indispensables para garantizar el eficaz y cabal cumplimiento de lo dispuesto en el artículo anterior, e incluya dentro del Presupuesto global las partidas necesarias para la fundación y pronto funcionamiento de la Escuela Normal aludida.
