º El artículo 103 del Decreto 2388 de 1979, quedará así: "La Dirección General del Instituto Colombiano de Bienestar Familiar o la Dirección Regional respectiva, previa verificación de las condiciones a que se refiere el artículo 99 del presente Decreto, decidirá si hay o no lugar al reconocimiento del denunciante, mediante resolución motivada. Si hubiere varias denuncias sobre el mismo bien, y que reúnan las condiciones del artículo 99 de este Decreto, se reconocerá al que hubiere presentado la denuncia en primer término".
