Los requisitos del artículo 10 de la Ley 11 de 1967 , que interpreta los numerales 4º. y 19 del artículo 76 de la Constitución, serán cumplidos por el Municipio de Armenia al obtenerse la cooperación de la Nación y el pago de los auxilios decretados; queda ampliamente facultado el Gobierno Nacional para posponer las exigencias de la citada Ley 11, hasta el momento de dar cumplimiento a estas ordenaciones, y la Contraloría General de la Nación fiscalizará, en debida forma, la inversión de los fondos públicos.
