Créase el Certificado de Incentivo a la Capitalización Rural, al cual tendrá derecho toda persona natural o jurídica que ejecute proyectos de inversión en el sector agropecuario. Los proyectos deberán corresponder a los términos y condiciones que determine la Comisión Nacional de Crédito Agropecuario con base en las políticas trazadas por el Ministerio de Agricultura.
