El reembolso de los capitales extranjeros importados al país con anterioridad al 19 de febrero de 1935 constituye un fin económicamente necesario, cuando éstos hubieren sido invertidos durante un lapso no menor de 3 años en acciones o bonos del Instituto de Fomento Industrial o de las empresas enumeradas en el artículo 1º de este Decreto, en las cuales el Instituto de Fomento Industrial hubiere suscrito acciones.
