En caso de que alguno de los individuos a que se refiere el artículo anterior no cumpla con la obligación que él le señala, el Alcalde lo conminará con multas, y si a pesar de eso no limpiare el frente de las tierras, el Alcalde y el Tesorero Municipales avaluarán el costo del trabajo indispensable, y el Tesorero procederá a hacer efectivo, por la jurisdicción coactiva, el alcance del avalúo, que será invertido integramente en realizar la mejora de que trata la presenta Ley, que regirá desde su sanción.
