Art. 1. °Autorízase á la Corte Suprema de Justicia para conocer, en juicio ordinario de una sola instancia, de las reclamaciones que contra el Gobierno de la República presente del señor. Ernesto Cerruti, como individuo extranjero, ó como Gerente de la Sociedad Colombiana "E. Cerruti & Compañía", por los empréstitos, suministros, expropiaciones ó daños provenientes de actos de las autoridades del Cauca en 1885.
