Art. 12. Autorizase igualmente al Poder Ejecutivo para nombrar Cancilleres en los Consulados que requieran este empleo; para establecer el impuesto de timbres con el objeto de comprobar la recaudación de los derechos consulares, y para nombrar un Visitador e Inspector general de Consulados que se ocupe en la organización de estas oficinas, uniforme la Contabilidad y disponer lo conveniente a fin de que llenen todas las funciones que las leyes y los decretos ejecutivos les imponen.
