Art. 1º No podrán gravarse en lo sucesivo con impuesto alguno departamental ni municipal los ganados de todas clases, las bestias, los artículos alimenticios y fabriles, y en general todo producto del país; ni impedirse, ni embarazarse de ninguna manera el transito de esos objetos de una parte á otra, dentro del territorio de la República.
