Art. 1.° Autorízase al Poder Ejecutivo para permitir i protejer las esploraciones del territorio colombiano que se intenten por gobiernos estranjeros, por compañias industriales, por individuos particulares o por sociedades científicas, i que tengan por objeto, directo o indirecto, la promocion de los intereses económicos, fiscales o industriales de la República.
