Art. 22. Para recibir de la Tesorería general las sumas que sean necesarias para los gastos de las carreteras del Norte y del Noreste y para atender á su pago, habrá un Cajero pagador y un Ayudante de éste que lo será el Cajero fiscal de Obras públicas.
