Segundo. Establécese un plazo de seis (6) meses contados a partir de la promulgación del presente Decreto para que las actuales empresas prestatarias de servicios de telecomunicaciones estandaricen a nivel nacional el uso de la estructura 1XY, para los servicios especiales locales y servicios semiautomáticos de larga distancia, así como, la liberación del dígito cero (0) de conformidad con el plan adoptado.
