Art. 10. Los Presidentes o Gobernadores de los Estados están en el deber de hacer promulgar por bando inmediatamente éste decreto en los distritos, corregimientos y aldeas de su jurisdicción, y de hacerlo además insertar prontamente en los respectivos periódicos del Estado y municipal.
