El Gobierno Nacional, considerando las circunstancias singulares en que se desenvuelve la actividad pesquera, establecerá líneas especiales de crédito en las entidades financieras para el fomento y desarrollo de dicha actividad. Para este efecto, el Plan Nacional de Desarrollo Pesquero incorporará un programa especial de crédito pesquero.
