Art. 17. Cada Departamento destinará del producto de todas sus rentas un fondo especial no menor de 10 por 100, para gastos de apertura, mejora y conservación de vías públicas, terrestres ó acuáticas.

Dicho fondo de vías Públicas se aplicará por la Junta departamental. Los proyectos de esta Junta se someterán á la aprobación del Ministerio de Obras Públicas.

Parágrafo

Queda autorizada la Junta para pignorar en empréstitos y contratos el fondo de vías públicas, á fin de fomentarlas.
