Ningún Capitán puede salir con su buque de los puertos sin haber obtenido el permiso respectivo. El que infringiere esta disposición incurrirá en una multa de $100 oro, sin perjuicio de que el respectivo Intendente ó Comisario inspector de cuenta inmediatamente á los agentes de las Compañías de seguros, para que en caso de siniestro se tenga presente esta grave falta, y de que el Ministerio de Obras Públicas pueda solicitar su remoción inmediata.
