Para que pueda aprobarse un Programa de Derecho, la institución respectiva deberá cumplir los siguientes requisitos: a). Haber obtenido una evaluación satisfactoria durante el período de licencia de funcionamiento. b). Incrementar la biblioteca a cinco mil títulos dentro de las condiciones señaladas en el ordinal f) del artículo 5° y, c). Tener en funcionamiento un Consultorio Jurídico con Director de tiempo completo y monitores para las áreas civil, penal y laboral, debidamente aprobado por la autoridad competente.
