El que porte, retenga o guarde cedulas de ciudadanía pertenecientes a terceros, incurrirá en una pena de dos a seis meses de arresto, por la primera vez, y del doble, en caso de reincidencia. Estas penas, que no son convertibles en una multa, serán impuestas por el Alcalde en juicio sumario. Las resoluciones que en estos casos se dicten serán apelables, en el efecto suspensivo, ante el Gobernador, Intendente o Comisario respectivos.
