El Gobierno procederá inmediatamente a la construcción simultánea tanto de las carreteras que unan a Cúcuta con el río Magdalena y a Pamplona con Bucaramanga, como del camino del Sarare. A este efecto queda autorizado para tomar prestada del Banco de la República la cantidad necesaria hasta que tales vías queden dadas al servicio.
