Los operadores del servicio de telefonía móvil celular podrán cubrir las zonas más apartadas o de difícil acceso del país, actuando conjuntamente a través de una sola red. El Ministerio de Comunicaciones impartirá la autorización correspondiente, solamente cuando los operadores demuestren que dichas circunstancias facilitan el proyecto técnico, el acceso de un mayor número de usuarios a este servicio, y a unas tarifas de uso y conexión reducidas. Esas tarifas en ningún caso podrán superar el 40% del precio normal.
