Los Gobernadores objetaran por violatoria de este articulo toda disposición ordenanza que, estando comprendida entre las enumeradas, no aparezca haber sido sometida a la plenitud de los tramites señalados, y a tales objeciones se les aplicara lo establecido en los artículos 5° y 6° de la Ley 47 de 1945 .
