Art. 53 Los miembros de los Consejos municipales que resulten responsables de haber rehusado ó descuidado proveer á la Tesorería municipal de los recursos necesarios para el pago de los gastos de Instrucción Pública que correspondan al Distrito, quedarán incursos en una multa de veinticinco pesos, que impondrá el respectivo Inspector provincial.
