El que con ocasión de un incendio, inundación, sumersión, naufragio u otro desastre público, sustraiga, oculte o haga inservibles materiales, aparatos u otros medios destinados a la extinción de incendios, o a la obra de defensa, de salvamento o de socorro, o de cualquier otro modo impida a ponga obstáculos para que se presten los medios de defensa o de asisténcia, se le impondrá de dos a seis años de presidio.
