Art. 123. El día 1º de febrero de 1892 se reunirá la Asamblea electoral compuesta de los Electores de los Distritos municipales que forman el Distrito electoral. La reunión se verificará en la cabecera del Distrito electoral, a menos que por motivos de trastorno del orden público, el Gobernador del Departamento disponga que se verifique en otro lugar, lo cual se hará saber oportunamente a los Electores.
