Lo dispuesto en el artículo 68 del Decreto 3803 de 1982 se aplicará también a las retenciones sobre pasivos patrimoniales a favor de acreedores que sean personas naturales extranjeras residentes en el exterior o sucesiones ilíquidas de causantes extranjeros no residentes en Colombia en el momento de su muerte.
