Art. 3.° Las penas pecuniarias de que trata el ordinal 21 del artículo 129 de la L-y 149 de 1888 consistirán en multas hasta de quinientos pesos oro. Los Gobernadores podrán modificar en tal sentido todas las ordenanzas en que se impongan a penas pecuniarias por su infracción.
