Concepto . La carrera de la Procuraduría es un sistema técnico de administración de personal, que tiene por objeto garantizar la eficiencia de la entidad y ofrecer igualdad de oportunidades para el acceso a ella, la estabilidad en los empleos y la posibilidad de ascender, como también establecer la forma de retiro de la misma. Para alcanzar estos objetivos, el ingreso, la permanencia y el ascenso en los empleos de carrera de la Procuraduría se hará exclusivamente con base en el mérito, sin que las consideraciones de raza, religión, sexo, filiación política u otro carácter puedan influir sobre el proceso de selección.
