Los Cónsules de la República cobraran por los certificados de facturas de que trata el artículo 3o. de la Ley 27 de 1917 , la cantidad de dos pesos ($2), que ingresaran al Tesoro en estampillas de timbre nacional, que los Cónsules adherirán a las facturas y anularan, sin derecho a emolumento alguno por este servicio.
