Artículo quinto. El recaudo, percepción, recibo, inversión, administración, etc. de los dineros o fondos a que se refieren las Leyes 64 de 1923, 133 de 1936, 93 de 1938, 47 de 1958, 4a de 1963 y los Decretos números 2067 de 1940 y 1140 de 1943, y demás disposiciones legales sobre la misma materia, únicamente podrán realizarse por parte de las respectivas entidades o personas, cuando hayan celebrado el dicho convenio o contrato, y le estén dando estricto cumplimiento.
