En el caso de que el combate contra la epidemia reinante en el Departamento de Nariño necesitará de mayor incremento en los años venideros, el Gobierno podrá hacer uso de los créditos suplementarios o extraordinarios, en cualquier época del año, en la próxima y en posteriores vigencias y ordenar las construcciones hospitalarias y las obras de saneamiento que sean precisas para yugular la enfermedad.
