Art. 4.º Las correspondencias que contengan valores declarados ú otros objetos cuya inclusion en aquellas esté prohibida, se entregarán á quienes pertenezcan si éstos pagaren portes y derechos dobles á los que esos valores ú objetos habrian causado si se hubieran enviado con las formalidades legales.
