Las Asambleas se reunirán cada año en la capital del Departamento, el día 1o de marzo. Cuando no puedan reunirse en la capital, por algún inconveniente insuperable, se reunirán en el lugar que designe el Gobernador del Departamento, y por graves motivos podrán trasladarse a otro lugar, después de instaladas.
