Artículo tercero. Los anteriores Convenios y Protocolos no se insertan en el presente Decreto por cuanto su texto completo ya fue publicado en el Diario Oficial número 31861 del 16 de febrero de 1966, en el cual aparece promulgada la Ley 95 de diciembre 31 de 1965, que aprobó dichos instrumentos internacionales.
