Art. 2º Formado el expediente a que de lugar cada propuesta, el Ministerio de Fomento, si estima que es el caso de otorgar las concesiones prometidas, lo remitirá al Consejo de Estado para que esta H. corporación emita su dictamen, en vista del cual se pueda dar al asunto despacho favorable.
