Las partidas del Presupuesto de Gastos que lo requieran serán distribuidas mediante resolución originaria del respectivo Ministerio o Departamento Administrativo, con aprobación del Ministerio de Hacienda y Crédito público expresada por conducto de la Dirección General del Presupuesto.

Parágrafo

Las apropiaciones que deben distribuirse, solo podrán efectuarse con giros y reservas después de ser aprobadas las respectivas resoluciones y la Contraloría General de la república exigirá el estricto cumplimiento de esta norma.
