Transitorio . Los usuarios del servicio de radioaficionado que tengan obligaciones pendientes con el Fondo de Comunicaciones deberán cancelar dentro de los tres (3) meses siguientes a la promulgación del presente decreto, los mismos derechos establecidos por normas anteriores.
