Delégase en el director del Departamento Administrativo de la Presidencia de la República la función de dar posesión a los funcionarios que hayan sido designados para ejercer el empleo por encargo, en aquellos casos en que la posesión del titular deba surtirse ante el Presidente de la República y no haya sido delegada en los ministros y directores de departamentos administrativos.
