Artículo tercero. No obstante lo dispuesto en el artículo primero, las solicitudes y propuestas formuladas con anterioridad a la vigencia de este Decreto, para explorar y explotar minerales, continuarán su trámite legal. Las que se presenten con posterioridad y que versen sobre los minerales que comprende esta reserva, serán rechazadas por el Ministerio de Minas y Energía.
