El Consejo Directivo, una vez que estén presentados los catastros, dispondrá lo conveniente a fin de colectar de los propietarios, como primer instalamento y para los primeros gastos de la empresa, la suma de diez mil pesos. El Gobierno se reserva la facultad de nombrar el recaudador de dicha suma y de disponer lo conducente a su pronta y debida recaudación.
