Artículo segundo. El Gobierno Nacional, por conducto del Ministerio de Hacienda y Crédito Publico, expedirá los títulos de los Bonos Nacionales de Duda Publica Interna a que se refiere el artículo 11 de la Ley 21 de 1963. Los Bonos se denominaran "Bonos Nacionales de Deuda Pública interna, Ley 21 de 1963", devengaran un interés anual del 8 por 100 (8%), pagadero por trimestres vencidos, y tendrán un vencimiento de quince (15) años, pero el Gobierno podrá recogerlos, total o parcialmente, en cualquier momento, antes de la fecha de su vencimiento.
