ARTICULO DECIMOSEPTIMO. Las Juntas de Beneficencia, las Juntas Directivas de los hospitales y demás Instituciones destinadas al bién común, elaborarán el proyecto anual de presupuesto de entradas y gastos, el que deberá ser presentado a la aprobación del Departamento de Asistencia Social, a más tardar el 30 de noviembre del año anterior, sin cuya aprobación dicho presupuesto no podrá entrar en las Instituciones de Utilidad Común y los Sindicos de esas Instituciones serán responsables personalmente de todo gasto que se realice sin ajustarse a las dispocisiones de este Decreto, o que exceda de lo previsto en el respectivo presupuesto.
