Artículo primero. La exención de fletes en los ferrocarriles nacionales, para el transporte de los elementos que sean indispensables para la preparación de la IX Conferencia Internacional Americana, será solicitada oportunamente por la Comisión Organizadora Consultiva de dicha Conferencia al Consejo Administrativo de los Ferrocarriles Nacionales, por conducto del Departamento de Ferrocarriles y Carreteras del Ministerio de Obras Públicas.
