Cuando exista apropiación presupuestal y para efectuar la cancelación de las deudas originadas en préstamos otorgados por la Nación, conforme al artículo 85 de la Ley 38 de 1989 , el Gobierno Nacional podrá hacer cruce de cuentas sin situación de fondos con las entidades prestatarias.
