° La razonable protección que se le otorgue a las industrias que se dediquen a esta actividad, no implica restricción alguna para el Gobierno en su facultad para permitir en todo tiempo la importación y pago de vehículos automotores completos, de cualquier clase, partes de éstos, componentes y accesorios que a juicio del Gobierno sean necesarios para el desenvolvimiento económico de país, y para el normal funcionamiento de la industria el transporte de carga y pasajeros.
