º. Eficacia . El Programa Presidencial Rumbos propenderá para que los Ministerios de Educación Nacional, Salud, Comunicaciones, Trabajo y Seguridad Social y el Instituto Colombiano de Bienestar Familiar, entre otros, incluyan dentro de sus programas la prevención integral, del consumo de sustancias psicoactivas y realicen el debido seguimiento a sus metas, de manera especial, los que tengan como usuarios o beneficiarios a la niñez y la juventud.
