Art. 1.° La Comision agraria de que trata la lei 14 de 1870, tendrá un Presidente, un Vicepresidente i un Secretario, elejidos de entre sus propios miembros, e inaugurará sus trabajos en cada localidad abriendo un rejistro de actas en el que se tomará razon de todos los actos que ejecute o mande ejecutar en relacion con el negociado de su cargo. Los oficiales espresados serán nombrados para períodos de un año.
