A fin de fomentar en el país la enseñanza post-escolar, cada Departamento será subvencionado con una suma igual a la mitad de lo que en los respectivos presupuestos seccionales se haya apropiado con este motivo, siempre que se compruebe el funcionamiento regular de la Escuela a que las partidas del presupuesto se refieren.
