El Permiso Especial de Origen o el Permiso de Operación para transporte propio solamente podrán solicitarlo, las empresas legalmente establecidas en la subregión Andina cuyo objeto social principal no sea el del transporte de carga contra retribución, con vehículos de su propiedad y requieran movilizar productos entre los Países Miembros, para ser utilizados para su consumo o para su distribución.
