Artículo primero. Facultase a la Junta Directiva de la Empresa Puertos de Colombia para dar en arrendamiento las áreas cubiertas y descubiertas de los Terminales Marítimos y Fluviales a personas naturales o jurídicas de derecho público o privado, que asuman el almacenamiento y costo de mercancías.
