Financiamiento del déficit . Cuando en el balance del tesoro de la vigencia anterior a aquella en que se prepara el proyecto de presupuesto, resultare un déficit fiscal, el Secretario de Hacienda deberá incluir forzosamente la partida necesaria para amortizarlo, salvo que ya hubiere sido cancelado o que la Asamblea hubiere indicado la manera de hacerlo. Si los gastos decretados por ordenanzas anteriores excedieren el cómputo total de las rentas e ingresos, el gobierno departamental prescindirá de solicitar apropiaciones para los gastos que estime menos urgentes, y en cuanto fuere necesario, disminuirá las partidas o los porcentajes señalados en disposiciones anteriores.
